Community Services Block Grant PASS Program (CSBG)

​

PASS helps individuals and families increase income by supporting them with education/training, helping them obtain sustainable employment while learning to manage their finances.  We help with everything from transportation to childcare to career counseling, housing to financial assistance.

Breaking Barriers Rapid Rehousing (RRH)

​

Assists with housing relocation and stabilization services and short and/or medium-term rental support as necessary to help individuals or families living in shelters or in places not meant for human habitation move quickly as possible into permanent housing and achieve stability in that housing.

Housing Opportunities for Persons with Aids (HOPWA)

​

Assists with housing and supportive services for low-income persons with HIV/AIDS and their families who are homeless, at risk of homelessness or are unstably housed. With a mission to increase housing stability, reduce risk of homelessness, and increase access to care and support.

Weatherization Assistance Program (WAP)

​

Assists low-income families and individuals improve their comfort level and lower energy costs through the provisions of energy conservation measures and heating/air repair and replacement.

Our Background

​

Central Piedmont Community Action, Inc., (CPCA), is a private nonprofit human service organization established in March, 1966 by the Board of Commissioners of Orange and Chatham Counties to seek funds, to administer programs and to provide services to low-income families and individuals. Programs are developed and approved under the guidance of local Board of Directors consisting of representatives from the private, public and low-income sectors of the counties. CPCA mobilizes resources from federal, state, and local governments and private foundations to assist low-income families, individuals, and communities. In addition to the programs that are currently administered by CPCA, there are numerous programs founded by CPCA that have become institutionalized and are operated by the counties or as freestanding operations. Formerly named Joint Orange-Chatham Community Action, Inc (JOCCA) until 3/2016.
